Twin Falls, Idaho has a city manager form of government. Seven council members are elected at large on a nonpartisan ballot for 4-year overlapping terms. Members of the council choose one of their fellow members to serve as the mayor of the city.
The City Council meets every Monday at 4 p.m. with public hearings at 6 p.m., the first and third Mondays at the corner of 3rd and Idaho streets. The Planning and Zoning Commission meets at 7 p.m. the second and last Tuesday of the month in the City Hall. Both the City Council and Planning and Zoning meetings are open to the public.

Three members are elected on a nonpartisan ballot in special highway district elections for overlapping terms. A commissioner must live in the sub-district he or she will represent. Voters of all three sub-districts elect the commission members.
